I'm kind of confused about the question here, but I think i can offer some information of what i think is going on. This guy, must like you. But he probably doesn't understand that you like him back, he may take you shyness around him as you not liking him. He is flirting with the other girl because he is probably trying to move on from you, if you like him give him an In. I know that's hard but you have to show him your interested. Try to talk to him more, and don't just sit around and wait for him to hug you, go up and hug him. If he doesn't respond then move on, your in 8th grade and there are a lot of really great guys out there.
